As the global trade environment changed from the GATT to the WTO, free trade has expanded rapidly and is committed to lowering trade barriers to international trade.
The implementation of fast Customs clearance was required due to the increase in global trade volume. As the WTO discussed the issue of trade facilitation at the 1st Ministerial Conference, WTO members have made great efforts to facilitate trade since 1996.
Strengthening Supply Chain Security
However, since the 9/11 attacks, the global trade environment has focused on strengthening end-to-end supply chain security including cross-border security.
The AEO program is a Customs-Business partnership introduced in 2007 by WCO.
In June 2005, the WCO unanimously adopted SAFE Framework of Standards in General meeting, which was the legal basis for AEO program.
Among the economic operators involved in the international movement of goods, authorized for reliability and safety by Customs authorities.
Customs grant proper benefits such as fast clearance, reduced customs inspection.
As ‘WTO Trade Facilitation Agreement’ entered into force in February 2017, introduction of AEO program from WCO members is inevitable to global trade environment.
